Joyce Glasby
Secretary of the Board
Joyce Glasby has been a resident of Harford County since 2009, when she relocated from New Jersey with the US Army’s Communications-Electronics Command (CECOM) due to the Base Realign and Closure Act. Before moving from New Jersey, Joyce was a long-time resident of central Jersey where she worked as a federal civil servant for the Department of Defense in logistics management. Joyce was involved in her community where she served as a Trustee for Macedonia Baptist Church, along with chairing the Singles Ministry, Chairman of the Annual Debutante and Escort Scholarship Cotillion, member of the Lizzie H. Dunn Memorial Scholarship Committee, and an adult supervisor for the church’s youth chapter of the New Jersey Orators. Joyce was an active member of Alpha Kappa Alpha Sorority, Inc., Lambda Omega Omega Chapter where she served as the 2nd Vice President, Recording Secretary, Historian, and member of the Ivy AKAdemy committee over the years. Joyce graduated from the Monmouth Bible Institute’s four-year program.

Since settling in Harford County, Joyce continued her career as a Supervisory Logistics Management Specialist for CECOM, serving in multiple branch chief positions involving weapon systems management, supply chain management and human resources. Joyce retired after 34 years in March 2020, which has allowed her to increase her involvement with community service organizations. She is Secretary to the Board for the CHOSEN Community Development Corporation (CDC) and supports the CHOSEN CDC staff operations as the Administrative Coordinator. Joyce is a member of Mt. Zion Baptist Church where she serves on the Singles Ministry and the Master’s Bible Institute. She is a Life Member of Alpha Kappa Alpha Sorority, Inc., and is an active member Xi Delta Omega Chapter serving Harford and Cecil County, where she is currently the Chairman of the Awards Committee.

Joyce actively engages her family and friends in her interests which includes the Sister-Friend Book Readers group she coordinates, planning group vacations, joining in local festivals and historical events, and trying new recipes with others with her Zoom Cooking in the Kitchen sessions.
